    This is a responsible professional planning position requiring extensive knowledge of the physical, social, and economic implications of local planning activities. This position is vacant due to an upcoming retirement. The successful candidate will assist in integrating diverse planning projects with the overall objectives of the County.

    Work is performed under the general direction of the Director of Planning, with supervision exercised over subordinate planners, inspectors, and technical and clerical personnel.

    Responsibilities include:

    • Assists the Director of Planning in planning activities, including the administrative oversight of the Plan of Developmentand Subdivision processes and Code Administration functions.
    • Oversees BZA public hearings, including the processing of variance and conditional use applications, zoning ordinance application and interpretation, and inspection and enforcement activities.
    • Supervises the Development Review and Design Division and the Code Administration Division.
    • Acts as Director of Planning in the incumbent’s absence.
    • Applies principles of planning, engineering, landscape architecture, economics, and law to complex land use situations and procedures.
    • Reviews and interprets detailed engineered plans of development, subdivision plans, architectural and landscape plans, lighting plans, and building permit applications.
    • Manages multiple high-priority assignments and ensures development implementation aligns with County Codes, zoning proffers, and the Comprehensive Plan.
    • Prepares and presents professional reports, analyses, and recommendations effectively and persuasively.
    • Maintains strong working relationships with other County departments, boards, and external stakeholders.

    Qualifications:

    • Progressively responsible experience in a planning-related field.
    • Extensive knowledge of the socioeconomic implications of planning and development within a local government framework.
    • Understanding of urban planning, landscape architecture, civil engineering, architecture, and local regulatory processes.
    • Training and experience in site and architectural design, site construction, subdivision, and site plan review are desirable.
    • Possession of a master’s degree in Planning, Landscape Architecture, or Architecture preferred.
    • Professional certification/licensure such as AICP, PLA, or RA preferred.
    • Strong leadership, communication, and supervisory skills required.

    The Parks and Recreation Planning Supervisor – Planning, Design & Development Manager will lead and coordinate daily activities within the Virginia Beach Parks & Recreation Planning, Design & Development Division.

    Duties and responsibilities include, but are not limited to:

    • Manage professional and technical staff responsible for development review, parks and recreation facility design, landscape design, CIP project management, and to ensure that City standard are adhered to and that good design and construction practices are followed
    • Responsible for the Parks and Recreation department Capital Improvement Program (CIP) project implementation
    • Investigate and resolve difficult technical development and operational problems to keep design and project management activities functioning smoothly
    • Provide design support including cost estimates for development of capital building projects, supervise project management, design, and inspection activities on complex projects to ensure that the projects meet City and other applicable standards
    • Performs conceptual design work for parks and recreation facilities
    • Reviews, processes, and manages complex master plans, site plans, studies and other proposals
    • Provide technical response to user agencies and customers concerning specific projects to properly inform them as well as incorporate their input
    • Review and approve design, consulting and construction contracts, expenditures, City Council agenda items and policy reports related to capital projects. Manage records and files to provide operational and capital cost accounting
    • Assist division administrator with the development, implementation, and coordination of short and long- range strategic goals and objectives for the department
    • Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

    Preferences

    In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is provided in the application.

    • Supervisory experience leading a team of design professionals and project managers
    • Experience with municipal Capital Improvement Program (CIP) processes
    • Experience in parks and recreation project management, master plan development, meeting facilitation, and public presentations
    • Experience in managing and/or evaluating development projects through stie plan review processes
    • Proficiency with Microsoft Office and ArcGIS, Photoshop, Sketchup and AutoCAD experience
